His policy proposal (co-authored with Jim Manley and Jonathan Butcher of the Goldwater Institute) served as the model for North Carolina’s 2017 campus free-speech legislation\, the Restore Campus Free Speech Act. The proposal also received the 2017 Bob Williams Award for Outstanding Policy Achievement from the State Policy Network. \nDr. Kurtz received his undergraduate degree from Haverford College and his Ph.D. in social anthropology from Harvard University.
