Florida’s Workforce Model Is Worth Following

Workforce credentials and four-year degrees can be partners, not competitors.

When Lee County broke ground on the largest expansion in Cape Coral Technical College’s history, local headlines understandably focused on the building. State policymakers should see something larger: Florida is leading the way in treating technical colleges as equal partners, not alternatives, to traditional higher education.

That shift matters nationally. The Georgetown University Center on Education and the Workforce projects that by 2031, 72 percent of U.S. jobs will require postsecondary education or training. The Bureau of Labor Statistics also projects about 649,300 openings each year in construction and extraction occupations from 2024 to 2034. In other words, the country needs more education beyond high school, but not all of it needs to follow the four-year university model.

Florida’s answer is not to diminish universities. It is to broaden the state’s postsecondary system.

Cape Coral Technical College offers a useful case study. The $25 million project will add more than 30,000 square feet of instructional space and create new programs in welding, HVAC, automotive technology, marine service technology, and construction. Those are not abstract offerings. They are tied to the labor needs of a fast-growing region where housing, transportation, marine services, and skilled maintenance remain essential.

The broader policy lesson is that technical education should not be treated as a fallback for students who are not ‘college material.’ A student who completes a technical program in HVAC, welding, automotive repair, or marine technology is still pursuing postsecondary education. The credential is shorter, more occupationally focused, and often less expensive, but it is still structured learning beyond high school with measurable labor-market value.

Florida has built infrastructure around that idea. The Florida Department of Education reports that Florida colleges and district technical colleges have awarded more than 500,000 workforce certificates and degrees since 2018. CareerSource Florida‘s Master Credentials List includes career certificates, college credit certificates, industry certifications, registered apprenticeship certificates, licenses, applied technology diplomas, associate degrees, and applied bachelor’s degrees. That range matters because it treats credentials as connected steps rather than isolated endpoints.

Florida’s model also succeeds because it avoids presenting technical education as a replacement for college. Through Get There Florida and related workforce initiatives, the state promotes career pathways in which students can earn a credential, enter work, and continue stacking credentials into associate, bachelor’s, master’s, or other advanced study. This flexibility recognizes that higher education is no longer a single four-year experience but an ongoing process of skill development and credentialing.

Other states are moving in related directions. Tennessee Reconnect, for example, helps eligible adults without an associate degree or higher attend a community or technical college tuition-free. North Carolina has emphasized short-term workforce credentials through community colleges and is preparing for Workforce Pell eligibility in approved short-term programs beginning July 1, 2026. Florida’s distinctive contribution is the way it has combined technical colleges, state colleges, industry certifications, dual enrollment, and stackable credentials into a broader postsecondary strategy.

This approach offers three lessons.

First, states should stop measuring higher education success only by bachelor’s degree attainment. Bachelor’s degrees remain valuable, but they are not the only valid postsecondary outcome. A workforce certificate that leads to stable employment, further education, and family-supporting wages should count as educational success.

Second, states should connect technical programs to regional labor-market demand. Cape Coral’s expansion is persuasive because the new programs match visible needs in Southwest Florida. Technical education works best when it is built with employers, aligned to real occupations, and updated as regional economies change.

Third, states should preserve mobility between pathways. Technical education becomes limiting when it sorts students too early or locks them into narrow tracks. It becomes powerful when credentials articulate into further study and when students continue developing communication, quantitative reasoning, scientific literacy, and civic knowledge alongside occupational skills.

Policymakers should strengthen transfer pathways, expand industry partnerships, and invest in rigorous workforce credentials that allow students to move between employment and higher education throughout their careers.

Cape Coral’s expansion is therefore more than a local construction project. It is evidence of a more practical higher education playbook: one in which a welding lab, an HVAC classroom, an automotive bay, and a university lecture hall all belong to the same postsecondary ecosystem.
