Tom Birkland

Tom Birkland is the William T. Kretzer Professor of Public Policy in the Department of Public Administration at North Carolina State University. He is also the Associate Dean for Research and Engagement in the College of Humanities and Social Sciences. Dr. Birkland's research is in the public policy process, which is concerned with understanding the conditions under which government policies change. His research has focused on how natural disasters and technological disasters influence policy change. He is the author of three books, several journal articles and reports, and has served as a program officer at the National Science Foundation. His Ph.D. is in political science from the University of Washington, Seattle.
