[PUBLIC COMMENT] Martin Center Endorses Model Civic Schools Legislation

RALEIGH, N.C. (November 2, 2026)  The James G. Martin Center for Academic Renewal has endorsed the Goldwater Institute’s model legislation designed to strengthen civic education at public universities.

As civic literacy continues to decline across the nation, the legislation provides a roadmap for establishing and protecting independent civics schools dedicated to teaching American history, constitutional principles, and the foundations of self-government.

The Martin Center supports key provisions safeguarding civics schools’ autonomy, including:

  • Faculty Hiring
  • Budgetary Independence
  • Curricular Autonomy
  • Academic Programming

“The Goldwater Institute’s model policies offer a practical blueprint for protecting the independence of civics schools, particularly in hiring, budgets, and curricula. The Martin Center is proud to endorse these recommendations,” said Jenna A. Robinson, the president of the Martin Center.

As America celebrates its 250th anniversary, the Martin Center believes that strengthening civic education is essential to preparing future generations for responsible citizenship and preserving the principles of American liberty.
